They have to blame somebody

Buffalo schools Superintendent James Williams is being forced to remove the three principals at School 45, Riverside High School, and Burgard Vocational High School. Failure to do so could have resulted in missing out on $42 million dollars (almost as much as residency violator James Kanes' annual salary.

I believe this is an overreaction by the federal government. The kids at school 45 barely know English. It's no wonder their test scores are low. Riverside and Burgard house some of the roughest kids in the city. Many are affiliated with gangs. I'm sure the principals there are doing their best. They should switch the principals at City Honors and Riverside for a full year and see if there is any difference in the test scores. It's not the teachers. It's the students and the societal problems they bring with them into the classroom.
