Was This the Mayberry Police Department?

This was an interesting story out of California. I'm sure you've heard about it. An 11 year old girl goes missing in 1991 and turns up this week. So many strange things in it, I don't know where to begin.

-When I saw that neighbors referred to the suspect as "creepy Phil", I thought it was just another local news story about Bflo Teachers Federation President Phil Rumore. Turns out this guy was actually a registered sex offender living in California.

-Now, they think he might be responsible for serial killings of several prostitutes (that were coincidentally taking place near his place of work). Have they ever heard of DNA testing in California? I thought California was supposed to be ahead of everyone else on cutting edge technology.

-The suspect had an elaborate set up of tents in his back yard where he kept his victims. With him being a convicted kidnapper and rapist, why would authorities not bother to check out his tents? It's not like neighbors didn't alert the authorities that Phil was a "foul ball".

-It says he served only 10 years on a 50 year sentence for the kidnapping and rape in 1977. That seems fair. Who presided over the case? Judge John Curtin?
